It is not so much a rule as it is a recommendation made by the United State Golf Association that the hole be located at least 5 paces from any edge of the putting green. Keep in mind the hole location should also be able to fairly accommodate the required shot to the green (eg; hole should be in the center or rear of a green if a 2 or 3 iron shot is required to approach the green)

What's a conforming golf ball mean?

The United States Golf Association conducts testing on every type of golf ball manufactured.  Twice a year they will publish the results of this testing and provide a list of all brands that passed their testing requirements (size, weight etc...) giving us conforming golf balls that we may use.

What's the difference between winter and summer rules?

The United States Golf Association does not recognize endorse or interpret "winter rules". This is generally used as an extreme necessity due to unplayable conditions on the golf course (aeration plug, damaged greens) and is adopted as a LOCAL RULE.  As far as "summer rules" are concerned...there is no such thing - USGA Rules govern all play which is play the ball as it lies at all times.

Basically, if you can increase you clubhead speed by only 1 MPH, you will increase your distance by 3.6 yards.

Sounds like a club selection or course management thought process that we need to change.  As a general rule take one more club length than is normally needed for every 10 MPH of wind against you.  For example if the shot normally calls for a 7 iron you will need to use at least a 6 iron to make up for the 10 MPH wind in your face. The reverse is true if the wind is with you or at your back.
